看两个例句，均摘自纯英文字典

1. I have some comments to make in relation to (= about) this matter.

2. He'll speak in relation to this matter.

in relation to是个介词短语，那么会有着介词短语共有属性，修饰名词或动词。

第1句，有宾语comments，此时in relation to修饰comments，我们甚至可以调整句子顺序为

I have （some comments in relation to this matter）to make

第2句，只能修饰speak，表示说话与什么有关，作状语
