一般现在时和be to都可以表按照计划发生的将来吗？

There are 538 electoral votes, one for each congressman and U.S. senator, plus three for Washington, D.C. A candidate needs 270 to win. Once certified, the new president is sworn in on January 20, 2021.

请教老师：这里用了is sworn in on January 20, 2021. 一般现在时，而没有用将来时will, be going to等，这种一般现在时是否是按照计划等到时发生的用法？

我记得好像be to 也有这种用法类似安排预定的用法，所以，这里可否说成 the new president is to be sworn in on January 20, 2021. ？

一般现在时在主句中表示由日历、时刻表、合同、法律、宪法等决定的确定无疑要发生的事。不牵涉推测，也不牵涉意愿或意志，没有理由使用will.

表示计划中的将来事件用be doing.

be to do通常表示安排中的将来事件，也可以表示命令。

只有一般现在时才能准确表示宪法规定必须这么作，确定无疑会在将来某个具体时间的事。
