1.The price at which an extra year of life saved is deemed cost-effective is anything less than triple the annual GDP per person of the country in question.

请问less than后面为啥可以跟v.? 这里的less than 该怎么理解其语法呢

2.Anything below parity counts as very cost-effective.

请问counts of为何没用被动呢？

1 triple在此不是动词，而是倍数词，作为前位限定词限定名词annual GDP.

anything less than：不到...，不...。

triple (前位限定词）+the(中位限定词）+ annual（前置定语）+GDP（中心词）+per person of the country in quesiton (后置定语）

anything less than triple the annual GDP per person of the country in question 不到该国年度人均GDP的三倍。

2 count 可以是不及物动词，表示被动意义。

[no object] : to be considered or regarded as something

A laptop computer counts as a piece of luggage on the plane.
The job is so easy that it hardly counts as work. [=it can hardly be considered to be work]
