倍数的表达方式大概有三种，下面的这句话该如何理解？
Permafrost is important to the world's climate because it is believed to store two times the amount of carbon as there is in the atmosphere.
可否改为：
... store two times the amount of carbon in the atmosphere.
或...store two times as much as there is in the atmosphere.
我感觉原句把这两种揉到一起去了。

表示 “两倍；两次” 的意思时，英国英语应该用 twice，美国英语可以用 two times 。如：
You would have to spend two times [ = twice ] as much at a regular department store. 你得花相当于在普通百货商场两倍的钱。（摘自《韦氏高阶英汉双解词典》P.2205）

这个句子从文体看，应该是新闻英语。新闻英语，有时候会出现不规范的句子甚至病句，原因是记者自身的语言水平问题。
1. “两倍；两次” 应该是 twice，而不是 two times。
2. as 用法有误，直接删掉或用 that 代替。that 是关系代词，可省略、可保留，there is in the atmosphere 是定语从句，修饰 carbon。原句改为：
Permafrost is important to the world's climate because it is believed to store twice the amount of carbon (that) there is in the atmosphere.
定语从句 that there is....， 本身也是一个存在句，目的是把先行词的范围予以限制。不可省略。
