请教老师：
That has reinforced the stereotype that its banks are either disinterested in global business or, staffed by bureaucrats and stuffed with bad debts, are uncompetitive abroad.
1、uncompetitive前面的are是否应该去掉？
2、 staffed by bureaucrats and stuffed with bad debts理解为伴随状语或原因状语都可以吗？

either后为表语，or后为系表结构，违反平行原则。所以第二个are删去更好。

句子没有错误。that 从句为 the stereotype 的同位语从句。

在同位语从句中，either...or...连接两个并列的系表结构：are either disinterested or are uncompetitive

staffed by bureaucrats and stuffed with bad debts，为两个并列的过去分词短语，作后面系表结构的原因状语。

【说明】过去分词短语中的两个动词用得十分巧妙，staffed，stuffed 音似形也似。而且都是及物动词，表明逻辑主语 banks “被官僚职员充斥” 和 “被坏账填塞”。由于职员官僚化、且坏账累累，导致在海外缺乏竞争力。

1. 应该是多了一个are，但不是你说的那个are，是前面的are删除就通了。

2. staffed by...这句是由前面的either...or引出的并列项，即either disinterested or staffed...
