状语成分分析到从句内还是从句外

请问老师们，加粗部分的时间状语应该分析为主句的时间状语，不可分析为宾从里的时间状语吧？ 这样的分析应该是基于句意去分析的吧？

时间状语从句after students or staff members tested positive for the virus既可修饰主句的谓语announced，也可修饰宾语从句的谓语were pausing。个人认为,修饰主句的谓语似乎更好。
