if the district is essentially giving a pass to students who do not do their homework because of complicated family lives, it is going riskily close to the implication that standards need to be lowered for poor children.

这个句子“it is going riskily close to the implication that...”中，close是什么词性？如果是动词的话，是否这个句子是错的，按理说应该是be going to+V，但是这里没有to。如果close当成形容词解，那么整个句子应该如何理解？be going作什么成分？

网友理解出了问题。这里 go 是实意动词，不及物。
go close to + 地点：说明接近某地。
go close to + 抽象名词：说明行为进入某种程度，快要产生某种结果了。the implication（名词。意味；暗示），后面的 that 从句是其同位语从句。
riskily 是副词，修饰 going 的方式状语，意为“危险万分地”。
is going riskily close to the implication：go 的进行时。说明前句的行为“很危险，近乎暗示着，意味着”。
