过去分词做后置定语，还是省略关系代词的定语从句

老师您好，请问这里的focused 过去分词做后置定语，还是省略了关系代词的定语从句呢。如果是过去分词做后置定语应该有被动的含义啊，可是这里并没有必要被动啊。如果是定语从句省略了作主语的关系代词，为什么可以省略这个关系代词呢，以上谢谢！

我认为这个句子有错误，应去掉 at。

focused on exports profits 是过去分词短语（也可看作形容词短语）作定语，相当于一个省略关系代词和 be 动词的定语从句。可以补充为：

But he estimates that American firms which are focused on exports profits plunged by over 14%...

be focused on：专注于；plunge by：急速下降

这个是后置定语，如果是定语从句，在从句中不作宾语的关系代词不能省略的。
