逗号是否用错

老师您好，请问这里第一个逗号是否使用错了，when引导的是一个状语从句，其后跟了一个主句，那为何Search引导的句子末尾是逗号呢？

when ideas are abundant, businesses are capital-intensive and savings are scarce 为非限制性定语从句，对the early stages of economic development 这个先行词做补充说明。when = during which time。when从句本身又是A，B and C 这样的三个主系表结构的并列句。
