This is from the girl who lived in a house that was joked of the neighborhood.
who lived in a house 是 girl 的定语从句；that was joked 是 house 的定语从句（这里joke 为及物动词）。
of the neighborhood 也是 house 的定语，被定语从句分隔。
that 可以换成 which ，这里没有什么限制。

【翻译】这是以前住在该小区的一女孩说的，她住的房子曾是笑柄。/ 此物来自在这小区住过的一女孩，她住的房子曾是笑柄。
