off：脱离；离开。副词、介词均可。本句为介词用法。
take...off the road：把相当于道路上6000辆汽车的二氧化碳的排放量，从公路上减下来。
加深理解：take your clothes off (your body)，把衣服从你身上取下来 = 脱衣。
