按道理说应该是用having been announced形式啊？

这是with复合结构，announced(就是这里) half a day before the defenders actually surrendered 为过去分词短语作宾补。现在分词完成体having done或having been done形式通常用作状语，而这里是介词with的宾补位置，通常不用分词完成体，而直接用过去分词表示被动和完成的双重含义。

having been announced为现在分词完成体被动语态，不是过去完成时！
