错误的原因是：than 指代 refuse。它是 dispose of 的受事者，充当主语时要用完整的被动结构，不能省略 can be。
如果改为下面的句子，则都是对的：
The refuse left by tourists is more than was expected. （正）
The refuse left by tourists is more than expected. （正）
原因是 than 指代整个主句。主动语态时，expect 的宾语是从句，不是refuse。为了简练可以省略助动词 was。
