黑体部分为定语从句修饰degree。to which后的逗号为多余，应删去。this和the也是错误，二个都是中位限定词表示特指，应该删去其中一个。先行词+定语从句意为：这整个选举过程在多大程度上复合国际标准（即符合国际标准的程度）。
