这种类型的题目很奇怪。首先The toy is the one (that /which / / ）you bought in shanghai for your little brother. 这个题目C是没有问题。但是有很多老师说that / which 都对。这是怎么解释呢？

The toy为主语，is为系动词，the one为表语，you bought in shanghai为定语从句（省略了在从句中作宾语的关系代词that）修饰先行词the one， for your little brother是状语。
如果这道选择题填that、which或不填都无法构成完整的句子。you bought...是定语从句，前面必须要有先行词the one。

如果你是某群里看的，那么已经告诉你其他几个选项解读，你来这儿坑人就没必要了,或者你主动把关键问题说出来。这个题出题人也没想到有个bug，就是, 可以有这种解读 The toy that... is for...。这样的话ABCD都是对的。作为一个考试题，如果在考场上发现了这个问题，也只能选C，没必要和出题人对着干。
