如果把此句改为并列句，这句话都是主动语态：
In 1999, my family moved to the USA and settled in California.
虽然有 be settled in （在某地安顿下来）这个结构，此时 settled 为形容词。但权威词典的例句，都是主动语态。没有 be settled in 的例句。
She settled in Vienna after her father's death.
