不定式表动状还是同位？

The only real way to improve opportunities for the country’s middle class is to increase its chances to get higher education.

感觉像动状关系to get higher education with the chances。又感觉像同位关系，chances= to get higher education. 请老师指点！

chance在此=opportunity

=a favorable or advantageous circumstance or combination of circumstances.

有利于作某事的机会、时机，但不是做某事本身。所以chance 和后面的不定式不可能是同位关系。应该是动状关系。其实，也没有必要去细究，知道这种搭配关系，能理解并应用即可。
