应该不用倒装吧？即应该是not only people are shopping...?

估计你这个又是口语采访类的，不要用这种句子来学语法。这个句子要有合适的标点才对，但人说话时不会说标点吧。

句子的问题就先不说了，仅就你说的 not only...后面的倒装问题来看，不仅 are people shopping 要倒装，而且 and 后面的 they're happy...也要倒装。
