从句：whether（连接词） the plan would be carried out（谓语） ahead of schedule（时间状语） or （选择连词，连接两个句子）（省略重复部分 the plan would）be put（谓语：被动结构，be不可省略） off（adv. 时间状语）。

如果是两个就是都是被动语态的表达be可以省略：如

The accident was reported and then（省略重复部分 the accident was） known.事故被报告后才（被）知道。
