是反射不定式，不是反身不定式。或可叫悬空不定式 （hollow infinitive）。

并非所有反射不定式都可以随意改变句型。有的可以，有的不可以。

This decision is for you to make. 不定式复合结构作表语，表示目的意义。

虽然有 It is for you to make the decision. 但外置主语并不是不定式复合结构，而是to make the decision. for you=up to you. 即：It is up to you to make the decision. To make the decision is up to you. 所以二句的意义不同。又如：

The money is for you to buy a car with.

不能改为：It is for you to buy a car with the money.

The car cost $1000 to repair.

= It cost $1000 to repair the car.

The dispute needed / required a great deal of tact to resolve. 悬空不定式作目的状语。

= It needed/required a great deal of tact to resolve the dispute. 普通不定式作外置主语。

The book is easy to read. 悬空不定式作形容词补足语。

=It is easy to read the book. 普通不定式作外置主语。

但是，The meat is ready to eat. 悬空不定式作形容词补足语。

It is ready to eat the meat. 错误。

所以，不可千篇一律的以为悬空不定式都可改为普通不定式作外置主语。
