我知道all but 是几乎的意思,有这个but all 也是个短语吗?

but只是表达转折用的，不影响句意的话，你可以拿掉，因为all too本身也有一定的否定意义，表示：过于怎么样

The decline of formal English is （but） all too natural in language development.

过于自然了，即表示自然超过合理范畴了。

单看这句话，是病句，反逻辑。但在一定语境可，可能正确。

这里的but = only, all too = very。
