不定式是修饰形容词的，传统语法叫形容词的状语，现代语法叫形容词的补足语。

不定式和句子主语可以是主谓关系，也可以是动宾关系（此时不定式为悬空不定式）。

The proposal isn't sufficient for us to accept in its present form.

proposal和for us to accept为动宾关系。
