按照原解 television和radio之间必须是and, 不是逗号。
做并列关系才更合理，
(which is) to bombard people with multitudes of messages.做定语 单独修饰electronic mails. 而不是什么宾补。能够以百万计的信息量轰炸人们的只能是Email, 这才更合理
只是插入语 very shortly 显得突兀，明显应该electronic mails, which is developed very shortly after television and radio. 可能省略太多，只剩副词，显得不合理。但是不也影响文章本意。
全句这样理解才更合理：
