with是个介词，介词不能单独作成分。所以你不该问with作什么成分，而应该问介词短语作什么成分。
1 She asked him if he had ever been in trouble with the police. 可以分析with介词短语作定语修饰trouble，也可以把 in trouble with看作一个复合介词，后接介词宾语。

介词不单独做成份，加上名词、代词、动名词等构成介词短语做成份。如in不做成份，in the room可以做定语（the audience in the room)，状语（He stayed in the room all day.) 表语（He was in the room all day.) 补足语（We find nothing in the room.)等。
has 后面应该有something, nothing, everything,much,little等构成动词短语have ... to do with ...（与...有/无关系）
