它其实是省略了有关成分，相当于：it is effective immediately 或 which is effective immediately。这里，it 和 which 指句子叙述的内容。就修饰关系看，显然是副词 immediately 修饰形容词 effective。

effective immediately，就语法作用而言，应视为“插入成分” 或 “独立成分”。一般放在句末，偶尔可放在句中，前后加逗号。例如：
