可以用that替换but, 同时从句改为否定句。

这种用法的 but 叫做“准关系代词”。（p.159）

(pp.160-161) but 本身含有否定的意思，其作用相当于 that...not，它前面的主句须有否定的词 (如 no, not, scarcely, hardly 等)。这样一来，由于前后的双重否定就演变成肯定，所以含有关系代词 but 的句子，其实意即等于一个有形容词 every 的肯定句，不过用 but 的语气较强罢了。

There is no rule but has exceptions. 凡规则必有例外。

= There is no rule that has not exceptions. 

=Every rule has exceptions.

在前两个句子中，划线部分是定语从句， no rule 是定语从句修饰的先行词，but 和 that 是关系代词，作定语从句的主语。
