if 可以引导主语从句吗

引导主语从句可以用if吗？我知道if不能引导主语从句，那如果有形式主语的情况呢？例如：

It is unknown whether he will come.

这句话的whether可以换成if吗？

1.如果用 it 作为形式主语，可以用 if 或 whether 引导主语从句。例如：

It is doubtful if (= whether) he will come. 他会不会来尚未确定。（摘自《刘毅英语语法宝典》p.485）

It is unknown whether he will come. = It is unknown if he will come.

it用作形式主语时，既可用whether也可用if引导主语从句。例如：

It hasn't been decided whether (if) we shall attend the meeting. 我们是否出席会议还没有决定。
