我认为这个先行词是services ，但是注意了这里的the type of是定冠词，而不是a type of 说明表示的不是通常所表示的“种类量词”，而是直接表示“服务的类型”而不是“一种服务”

offer 的宾语只能是 services，提供的是服务，而非种类。那么，先行词一定也是 services。
type 前面无论是 a 还是 the，无论 type 是单数还是复数，都不影响定语从句的先行词是： services。所以，此题不用讨论，不用考虑the type 是不是中心词，因为定语从句可以修饰中心词以外的词语。例如：
The cover of the book you bought is yellow.
虽然中心词是 the cover， 修饰语是 of the book，但你买的是书，不是封面。
