necessary可以用“人”作主语吗？

资料上有这样的正误句子：

他有必要参加这次会议。

误：He is necessary to attend the meeting.

正：It is necessary for him to attend the meeting.

原因是：necessary 这个形容词不能用“人”作主语。请问老师，这个解释有道理吗？

英语惯用法专家葛传槼教授指出：

不可说：We are necessary to finish the work within this week.

应该说：It is necessary for us to finish the work within this week.

同意黎老师的分析：不可说 We are necessary to finish the work within this week. 应该说 It is necessary for us to finish the work within this week.

其实，《牛津英语用法指南》对此类问题已有较详细的说明。摘录如下：

带先行词 it 的 for 结构常与许多形容词连用，这些形容词可以表示可能性、必要性、重要性、紧迫性、频繁程度以及价值判断。

(...) it (...) + 形容词 + for + 宾语 + 动词不定式

It's impossible for the job to be finished in time. 这项任务要按时完成是不可能的。

Would it be easy for you to phone me tomorrow? 你明天给我打电话方便吗？

It's important for the meeting to start at eight. 会议务必在8点钟开始。

It seems unnecessary for him to start work this week. 他似乎没有必要在本周开始工作。

I consider it essential for the school to be properly heated. 我认为学校得到充分的供暖至关重要。

Is it usual for foxes to come so close to the town? 狐狸出现在离城这么近的地方，是常有的事吗？

I thought it strange for her to be out so late. 她这么晚还不回来，我觉得有些奇怪。

其他有上述用法的普通形容词包括：vital, necessary, pointless, unimportant, common, normal, unusual, rare, right, wrong。请注意：likely 和 probable 不能这样用。

She's likely to arrive this evening. 她可能今晚会到。(不能说：It's likely for her to arrive this evening.)

It's probable that she'll be in a bad temper. 或 She'll probably be ... 她很可能会发脾气。(不能说：It's probable for her to be ...)
