as/than从句补全省略的that从句，其时态已经和比较分句无关了，是一个纯粹的时态选用问题。你只需根据主句的时态和句子的语境，确定适当的时态即可。有时还需要虚拟语气的。

You are less of a fool than I thought (you were/would be).

说话人现在知道主语不是他原来以为的那种人，所以thought表示过去以为。根据时态一致原则，that从句只能是某种过去时态。所以你可以用were, 也可以加上表示推测意义的would，即would be. 注意这个would be不是过去将来时，而是would表示推测意义。但不可以用had been. 这是错误的。因为 不涉及过去的过去。

It was as much of a success as I had expected (it would be).

你期待的时候，还没有成功，所以你期待的是将来的事，过去期待将来就是过去将来，所以用would be. 这个would be是过去将来时。

There isn't a man on earth who could be more of a jerk than his brother (is).

整个句子谈论的是现在的情况。who could be的could是情态动词表示推测，could并不表示过去。

顺便说一下，你是没事找事呢。比较分句能省略的尽量省略，以上补全的结构不如省略结构更常见。既然可以省略，你还操那份心干嘛呢。不过这也反映了你的时态没有学好。
