我和刘老师的分析略有不同。
我认为needing不宜分析为making的结构状语，因为分词作状语修饰一个动词，分词的逻辑主语就是那个动词的逻辑主语。但making的逻辑主语为the deficit of D2, 而needing的逻辑主语为people。所以needing不可能是making的结果状语（语法上），虽然从句逻辑上能讲得通。
needing也不可能是making的宾补，因为making不能后接现在分词作宾补。
所以只能将needing现在分词短语分析为补充性状语，对形容词短语less sensitive to...作补充说明。
