that was the year it took control of large parts of Iraq and Syria为主句，前面是让步状语从句。所以这里的that为指示代词指代2014，作主句的主语，而不是关系代词引导非限制性定语从句。that没有错，你改为which才是错误，导致这个句子没有主句了。
