最高级形式有时候用作强化语。如：英国的 Randolph Quirk (伦道夫 .夸克)等在 A Comprehensive Grammar of the English Language (《英语语法大全》)中对"Isn't she the most beautiful woman?"中的 the most beautiful woman 的解释是“a most beautiful woman”，“an extremely beautiful woman”。

又如：

Lucille wears the oldest clothes,my dear. （摘自 A Comprehensive Grammar of the English Language）天哪，露西尔穿了一件很旧的衣服。

He spoke in the softest voices. 他说话的声音极为柔和。（摘自赵振才编著：《英语常见问题解答大词典》增订版第五版 p.904）

所以，下面的译文是正确的：

For the longest time 中，longest 形式上是最高级不假，但不一定表示最高级的意义。它表示说话人的一种情绪（时间太长），其实它是 For a long time 的翻版。按此理解翻译即可。其实For the longest time 是修饰felt 的，不是修饰主句的 is。

For the longest time, that's how we felt about Haley.

很长一段时间以来，我们都是这样看待海莉的。
