不定式与分词作后置定语的疑惑

各位老师，下面这个句子是用to force 还是forcing?为什么？

The government plans to bring in new laws _____ (force) parents to take more responsibility for the education of their children.

用不定式是肯定的。force 的逻辑主语可以是 the government ，可以是 new laws。无论是谁都是指未来动作。本句的问题是，to force 除了作 the government 的目的状语外，还可以作 new laws 的定语。因此，有两种分析法。
