这不是被动句的倒装问题，而是完全倒装句的问题。

当一个句子没有宾语，谓语动词表示存在、出现、移动等意义，后接方位状语时，如果想要突出主语，则将方位状语前置于句首，而将主语后移到句末信息中心位置，导致主语和谓语动词的完全倒装。完全倒装句本质上是主语的后移，所以主语必须是新信息，具有强调价值。如果主语为人称代词（已知信息），则一律不倒装。谓语动词通常有三种情况，1 不及物动词，2 系词，3 被动语态。例如：

A girl with long hair ran out of the room. (谓语为不及物动词，正常语序）

Out of the room ran a girl with longg hair. （倒装句）

A huge picture will be on that wall. （谓语动词为系词，正常语序）

On that wall will be a huge picture. （倒装句）

10 artificial tribes of roughly equal population were created out of the demes. （被动语态）

Out of the demes were created 10 artificial tribes of roughly equal population. （倒装句）
