here to stay 应看作“习语” 或“固定表达”，用在系动词后作表语。不宜拆开分析。拆开分析也可，但不是“将来注定发生”，而是“已经发生”—— is here （寒冷的天气已经在这儿；已经来了），to stay  意为“持续下去”，表示“说话人的一种推测”，尤其不能看作目的状语，一个无生命的事物作主语（寒冷的天气）不能有目的。

字面意思是：“已来这里 + 不走了”。引申为“某种现象已经存在，而且会持续下去” （sth. has existed and will continue）
