where= at/in/to which. 当先行词为room时，我们说 go to the room, 不能说 go in the room或者 go at the room. 但我们可以说go there. 所以这里要用where，而不能用in which. 如果介词换成to, 即 to which, 则是可以的。

或者原句中去掉go,

That is the meeting-room ______ they used to have meeting.

此时用where和in which都是正确的。
