He tried to steer the car as best as he could while avoiding obstacles, such as dodging on-coming cars and swerving around other vehicles and objects.

would it not be better to replace "as best as he could" with as well as he could" or even " as best he could"?

AE1 All three phrases make sense and can be used in the sentence.
AE2 I think you are right, High: You will hear "as best as" in speech, but careful writers avoid it.
AE3 I agree; "as well as he could" is better writing.
AE1 I must respectfully disagree with the previous two forreros. All three sound fine in written, or oral form.
BE1 To my BE ears, "as best as he could" sounds wrong, but there's nothing wrong in my opinion with "as best he could".
BE2 As best as, with its suggestion of twin peaks, is most unhappy, in my view, and should be avoided. I see nothing wrong with either of the other two.
