一个逗号问题，一个not until 问题
On various occasions, producer groups, asked for firmer control, but the government had no wish to become involved, at least not until wartime when wheat prices threatened to run wild.
问题1 主句主语producer groups 后面为什么可以跟一个逗号，把主语和谓语隔开呢？
问题2 not until 是不是可以这样理解，became involved 是非延续性的所以用not until。

1 主谓之间的逗号应该删去。
2 at least not until wartime when wheat prices threatened to run wild为插入语，对前面句子作补充说明。not在此替代前面整个分句，即the government did not have wish to become involved, have为静态动词表示状态，自然是延续的，所以与until状语连用，与to become无关。

关于第一个问题：逗号有误，应该去掉； 第二个问题不是很明白你的意图。at least not until wartime when wheat prices threatened to run wild=at least the government did not have a wish to become involved until wartime when wheat prices threatened to run wild.
