英语中没有网友说的这两个句型搭配。
误：It is responsible of sb to do sth
误：It is responsible for sb to do sth
下面的句型也是错的：
sb is responsible to do sth
sb is responsible for doing sth
翻译：他很负责，把孩子们安全送回了家。
误：It was responsible of him to take the children home safely.
误：It was responsible for him to take the children home safely.
误：He was responsible to take the children home safely.
误：He was responsible for taking the children home safely.
正：He was very responsible and took the children home safely.
但可说 sb is responsible enough to do sth，意思是“某人足够地可靠或有可以放心让其做某事”。如：
He is responsible enough to take the children home.

我的看法很简单，这两种说法都是正确的，语义也基本是一样的，只有细微的语感上的差别，几乎可以忽略不计。
（1）It is responsible of sb to do sth
（2）It is responsible for sb to do sth
以上两个句式不存在。
原因是：responble 表示“负责任的”，主语只能是“人”，不能是“事件”
句（1）虽然可以转换为 Sb. is responsible to do sth. 但 responsible 后面不接 to do sth。也同样是错的。
但是，sb is responsible for doing sth，是可以的。不过，它有两层意思：
1. “负责做某事”。
2. “为作某事承担责任”。
取第一层意思：
He was responsible for taking the children home safely.
他负责把孩子们安全带回家。
