两个说法都对。

第一句 soldiers 前没有限定语，说明不是特指的那些战士。例如：

They were the first group of Americans allowed into China.

美国人之前没有the，说明不是特指的。

第二句 soldiers 前有限定语，表示说话人特指那些战士。除了the, these, those 外，还可加 our，their 等。例如：

The first group of our soldiers has arrived.

They are members of the first group of the outstanding tourist cities of China.

以上两句中的soldiers 和  outstanding tourist cities 都是已知的、特定的。
