The most recent National Journal poll asked respondents about the American dream, what it takes to achieve their goals, and whether or not they felt a significant amount of control over their ability to be successful.

about 之后有3个并列的宾语：

1. the American dream,

2. what it takes to achieve their goals,

3. whether or not they felt a significant amount of control over their ability to be successful

黑体部分，it 是形式主语，to achieve their goals 是真正主语，what 是takes 的宾语。

这其实是一个最常用的句型：

It takes time to do sth.

takes 的宾语也可以是time 之外的东西，变成特殊疑问句就是这个样子。
