我认为 list 的这种用法为及物动词，不可以没有宾语。所以and后不是倒装句。

本句为一个主语The cobblers' materials后接二个并列的谓语动词filled和listed，第二个谓语动词被in addition to...介词短语修饰。over a thousand individual pieces, tools, and spares为listed的宾语。
