请问为什么不能用 whose weather?

weather 不是属于month （February）的，它们不存在“所属关系”。

不说：February's weather（误）

weather 是在 “二月中” 的，应说：the weather in February（正）

错误的表达是：

正确的表达是：

February is the month in which the weather is usually the coldest.

因为你那里只有一个空格。

如果两个空格，你填写whose weather就没问题。
