1.开头为什么有一个There? 可否放到最后？可否去掉There? 去掉之后，意思有变化吗？

2.上句可否改成There are 50 per cent or more of the population being illiterate，意思有变化吗？

there 是个地点副词，相当于 in that country， in that place。

There 50 per cent or more of the population is/are illiterate.

【翻译】那里，50%或更多的人口是文盲。

既然如此，there 可以放在句首，也可以放在句末。去掉的话，语法不错，但影响意思。但不能是There be （存在句）。
