我觉得这个what从句结构有误，应该删去it。因为it为多余的，所指不明。

She has her faults, and the greatest of them is what always is with women.

what=that which, 在从句中作主语，with women为介词短语作表语。

即 the greatest of them is the fault that is always with women.
