▲没错，regret doing sth 表示 doing sth 这个动作已经发生了。如：

He regretted doing it. 他后悔做了此事。

I regret spending so much money. 我很后悔花了这么多钱。

I regret leaving school at 14—it was a big mistake. 我后悔14岁就辍学——这是个大错。

▲但对于 regret not doing sth 来说，不是表示 doing sth（做某事）已经发生了，而是表示 not doing sth（没有做某事）已经发生了。注意下面括号内的说明：

I regret not being able to help her. 我很遗憾未能帮助她。（表示“未能帮助她”这件事已经发生了，成为过去了）

I regret not coming earlier. 我后悔没有早点来。（表示“没有早点来”这件事已经发生了，成为过去了）
