为什么选项 B 不能选呢？

tell sb to do sth或者not to do sth.

tell需要后接不定式作宾补。

当不定式表示的动作在前面已经提及，则通常只保留不定式符号 to而省略实意动词以及动词的宾语或/和状语。或者用替代动词do+it/so 的不定式to do it/so 来替代.

网友这个句子中，以下几个都是可以用的。

but his mother told him not to.

but his mother told him not to do it.

but his mother told him not to do so.

但不能说 but his mother told him not to do.
