专家老师，该句为什么用过去完成时？不能用一般过去时替代吗？

不可以。从语境看，less than 100 years 这段时间是在 1660 年之前。

until around 1660 用一般过去时，这是一个given time。作为参照物，那么之前的这段时间自然要用过去完成时。符合“过去的过去” 这个时态特征。
