我觉得下面这句话顺着你的杆子爬,应该是这样的:
The news came around two in the afternoon when the dog was killed.
= The news came around two in the afternoon,and the dog was killed then.
无论这个when-从句是修饰two还是修饰afternoon都可以,它实际是没加逗号的状语从句。(这个例句,when/that都行)

你那题目是would be done,情况不太一样,
消息的内容可以是将会发生某事,但消息来的时刻点,不能发生未来的事。

比较:
The news came around two in the afternoon when the dog would be killed.
= The news came around two in the afternoon,and the dog would be then.
这个狗得在2点之后的某个时间才能被杀。简单地说,得主将从现,这里难以做成状语。

不存在说有2个以上的下午(或2点)对应“消息来”这一个事件。故也很难说是用when- 做定语
